Washburn Planning Board to discuss soup kitchen

    The Washburn Planning Board will be meeting on Tuesday, Sept. 23, at 6:30 p.m. at the Washburn Civic Center. Included on the agenda will be the selection of a board chair and secretary, as well as discussion of the site design of  a local soup kitchen, just in time for cold weather when more individuals need help from such organizations.

Town Council minutes
  The Town Council held their regular meeting on Monday, Sept. 8, at the Civic Center with 15 residents present. The Council approved the minutes of the Aug. 11 meeting and reviewed the financial figures through Aug. 31.
  The councilmen also reviewed a proposal for tax increment financing from Joan Fortin and approved two personal property tax abatement applications and denied one tax abatement.
    The Council was given an update regarding the installation of a cell tower by Mariner Tower. They are currently waiting for a signature from a landowner. The tower will be operational shortly after construction starts; and the cellular company who will likely be using the tower is U.S. Cellular. 
     The Council also voted to allow the town manager to discuss a nine-month short-term lease with Kids Count Daycare to occupy the former Washburn Health Center building. 
    Also included in the agenda was a discussion of regionalization of fire department services. There was some discussion that Washburn may work to create a “Fire District” which would include the three communities of Washburn, Wade and Perham.
    During the manager’s report, the Council was made aware of some outstanding tax accounts nearing foreclosure. Information was also given of outstanding water and sewer bills, with data of new legislation allowing liens on both these entities for unpaid bills.
     The executive session included legal, economic development and personnel matters.
     The next scheduled meeting of the Washburn Town Council will be held at the Civic Center on Monday, Oct. 20, at 7 p.m. Please note this is a change in date, due to the holiday on Monday, Oct. 13.
Town notes
  The Washburn Town Office hours are Monday through Thursday, from 7 a.m. to 4 p.m., with the lunch hour from 11:30 a.m. to 12:30 p.m.; and Fridays from 7 a.m. until noon.
  Please note that the SCOOP for September has been published and can be found at various businesses in town, as well as at the Town Office. There are interesting items from each of the town departments included. The next issue of the SCOOP will be published in December.
    There are plenty of Property Tax and Rent Refund application forms available at the Town Office.
     There are various items for residents on heating your home this coming winter. Included are programs provided by the USDA Rural Development and information concerning the Maine Firewood Program. There will also be energy-related events taking place in our local area. For further information, contact the Town Office at 455-8485.
  On  Saturday, Oct. 18, there will be a rabies clinic held at the Washburn Civic Center from 1:30 to 2 p.m. The fees for dogs are: Rabies $8, Distemper/Parvo $9 and Lepto 4 $9. Fees for cats are: Rabies $10, Feline Leukemia $16, and Distemper $9. The rabies certificate must be presented in order to register your dog. For further information, contact Anne Carter at 455-8485.
  Dogs , age six months or older must be registered in the municipality where the dog is kept by Jan. 1 of each year. Dogs can be registered any time after Wednesday, Oct. 15, for the coming year 2009. You’ll need to bring last year’s dog license, a rabies vaccination certificate and spaying or neutering certificate if you have one. Registration fees are $6 for dogs that are spayed or neutered and $11 for those that are not. A $25 late fee can be charged for any dogs not registered by Feb. 1, 2009.
Events/reminders
  The Salmon Brook Historical Society will be holding their quarterly meeting on Sept. 25 at the Washburn Civic Center at 6 p.m. There will be a potluck supper followed by a business meeting. Please bring a main dish or dessert and a place setting. Bring your friends and neighbors. All are welcome.

  TOPS will be meeting each Monday at the Washburn Trailrunners clubhouse, starting with weigh-in at 4:15 p.m. and the meeting from 5:30 to 6:30 p.m. For further information, contact Birdena Cochran at 455-8353.      
     The youth programs have begun at the Washburn Pentecostal Church, and ages 3 through 8 meet each Wednesday evening at 6:30 p.m. and the high school group meets each Friday starting at 7 p.m. Anyone needing further information may phone the church at 455-8511.
Rec Center news
     The K through 4 soccer program is ongoing. On Thursday, Sept. 18, there will be a soccer game for the grades 3-4 team at Easton from 5:30 to 6:30 p.m. There will also be soccer practice at the elementary school fields for the grades 5-6 soccer from 6 to 7 p.m.
  On Saturday, Sept. 20, there will be a round-robin soccer event for the grades 5-6 team held at St. Agatha.
  On Monday, Sept. 22, there will be men’s basketball at the high school gym from 6:30 to 9 p.m.
     On Tuesday, Sept. 23, there will be soccer practice at the elementary school fields for grades K-2 soccer from 5:30 to 6:15 p.m.
Perham notes
     The Perham Town Office will close at noon on Wednesday, Sept. 17 and all day Thursday, Sept. 18 to allow for training sessions. The office will reopen on Monday, Sept. 22.
      On Saturday, Oct. 18, the town of Perham will be hosting their first ever rabies clinic from 9 to 11 a.m. This event will be open to Perham residents only, and only rabies shots will be provided.
     Veterinarian Dr. Michael Wolland will be administrating the shots to both cats and dogs and is donating his time with all proceeds going to the Central Aroostook Humane Society. Keep in mind that dog owners need to have a current rabies certificate in order to license their dogs. Michele McLaughlin will be on hand to register dogs as well.
     The Perham Recreation and Events Committee will be holding a bake sale at the same time and place. Lots of homemade goodies including cookies and other sweets. Coffee or juice will also be available for patrons to purchase, with all proceeds from the bake sale going to the Salmon Lake Trail Fund.
     If interest is high and the clinic is supported by animal owners in Perham, it may continue next year with other immunizations provided as well. For further information on the clinic, phone the Perham Town Office at 455-5887.
Summer guests
     The home of Burton and Bette Lou Tilley was busy this past week with the visit of Burton’s sister, Roberta Morrow, of Greenville, S.C. She was accompanied by a friend, Mrs. Dot Morgan Cole, also of Greenville. Both ladies also spent time at the homes of Mrs. Gaynel Tilley, of Castle Hill, and Gay Lee Tilley, of Mapleton. During the visits they enjoyed catching up on old times with family, reminiscing about their young lives while living on the home farm in Ashland. During their stay at Burton and Bette Lou’s, they had a good visit with Blyn and Boomer Tilley, even getting to take some of Blyn’s special home canning treats back to South Carolina.
    In addition to visiting with family, Roberta also enjoyed attending her class reunion during the annual Alumni Banquet at the August Festival.
      Roberta and Dot also visited Bar Harbor, Belfast and parts of Canada on their trip.
Correction
     In last week’s item concerning the birth of a daughter to Barry and Jana Ingraham, the little one’s name was spelled incorrectly. The new baby’s name is Jenesa Ingraham. Sorry for any inconvenience this may have caused.
