Grand Jury

The Aroostook County grand jury completed its second session of 2012 on March 9, handing down 58 indictments against 51 individuals without any “no bills.”

Of particular note, according to District Attorney Todd Collins, 21 cases directly involve drugs and/or alcohol as the basis of the criminal charge. While not directly involving illicit drugs, substances, and/or or alcohol abuses, many of the remaining cases involve substance abuse or other drug-seeking behavior.

“Of particular note, three individuals have been indicted by the Aroostook grand jury for their involvement in operating under the influence fatalities — William T. Barton, 51 of Mars Hill, was charged with two counts of aggravated OUI for causing the death of Nathan York and for causing serious bodily injury to Herbert Young – both victims were in the same vehicle struck by the vehicle operated by Barton while he was under the influence of intoxicants. Jill Pelletier, of Madawaska, and Joshua Pelletier, of St. John, were indicted for furnishing liquor to a minor and for furnishing a place where a minor could consume liquor; both are Class C felonies because the minor to whom a place to consume alcohol was provided and to whom alcohol was provided died in a fatal car crash directly resulting from the consumption of the alcohol provided.

Barton was also indicted for an unlawful possession of scheduled drugs charge.

“Although they were not behind the wheel of a vehicle, they are criminally responsible for creating the circumstances under which a fatal OUI occurred. MSP Trooper Daniel Marquis investigated the circumstances of the fatal crash which resulted in the indictment of Jill and Josh Pelletier,” Collins said.

In the coming weeks, the DA’s Office will be stepping up efforts and working with law enforcement and local community groups to curb minor’s access to alcohol and other drugs. Part of that effort will be focusing on adults who are the source of alcohol and who provide places where minors are allowed to consume alcohol, according to the district attorney.
