Manslaughter and drug trafficking top March grand jury indictments

The Aroostook County grand jury handed up 65 indictments in March, including that of a man involved in a 2025 crash that killed two people in Orient.

Jayson P. Brewer, 51, of Houlton, was indicted on two counts each of manslaughter, operating under the influence, driving to endanger and reckless conduct with a dangerous weapon. 

The collision occurred May 8, 2025, on Route 1 in Orient, when Brewer, who was driving a 2022 Dodge Ram south, struck a 2019 Jeep Compass driven by Dale Foley of Orient, police said at the time.

Foley, 66, and his wife, Donna Foley, 61, were killed. West​​on was flown to Northern Light Eastern Maine Medical Center in Bangor for treatment of injuries.

The grand jury also returned indictments against three Fort Fairfield residents on drug charges.

The indictments follow a months-long investigation into local trafficking, Fort Fairfield Police Chief Matthew Cummings said.

“The safety of our community remains our highest priority,” Cummings said in a release. “These indictments represent our department’s commitment to investigating those who distribute dangerous drugs like fentanyl and methamphetamine, especially in cases where those actions lead to the loss of life.”

Timothy L. Philbrick, 33, was indicted for aggravated trafficking in scheduled drugs (five counts), including trafficking methamphetamine that contributed to the death of another person in 2024; possession of a firearm by a prohibited person (two counts) and unlawful possession of scheduled drugs including more than 200 mg of fentanyl powder, Cummings said.

Mariah L. McEwen, 23, was indicted for aggravated trafficking in scheduled drugs (two counts), unlawful trafficking in scheduled drugs, possession of a firearm by a prohibited person and unlawful possession of scheduled drugs including more than 200 mg of fentanyl powder.

Philbrick and McEwen were arrested in December on drug and firearm charges following a reported burglary. 

Mark N. York, 61, was indicted for unlawful furnishing of scheduled drugs and conspiracy to commit unlawful drug trafficking, stemming from providing transportation for Philbrick and McEwen to and from illegal drug transactions, according to Cummings. 

An indictment is not a finding of guilt, but an indication that there is enough evidence in a case to move forward with a trial.
