Houlton man indicted for manslaughter in crash that killed 2

HOULTON, Maine — The Aroostook County grand jury handed up 19 indictments for January 2026, including a man involved in a 2025 crash that killed two people in Orient.

Jayson P. Brewer, 51, of Houlton, was indicted for manslaughter, aggravated criminal operating under the influence, driving to endanger and reckless conduct with a dangerous weapon.

The collision occurred May 8, 2025, on Route 1 in Orient, when Brewer, who was driving a 2022 Dodge Ram south, struck a 2019 Jeep Compass driven by Dale Foley of Orient, police said at the time.

Foley, 66, and his wife, Donna Foley, 61, were killed.

The panel also indicted a Houlton man accused of sex crimes.

Brian F. Hayes, 36, of Houlton was indicted for dissemination of sexually explicit material, possession of sexually explicit material and domestic violence criminal threatening. 

Hayes was arrested on Nov. 25 after a lengthy investigation by Houlton police, Homeland Security and the Department of Health and Human Services. 

A witness called police in early November to report having seen a man with child sexual abuse materials, police said at the time. Officers seized a telephone and found child sexual abuse material and related information. 

An indictment is not a finding of guilt, but an indication that there is enough evidence in a case to move forward with a trial. 

The grand jury also indicted the following.

Joshua M. Hafford, 30, Houlton: Aggravated assault.

Dakota J. Turcotte, 32, Madison: possession of a firearm by a felon.

Randy Scott Lee Jr., 45, Limestone: operating after revocation, violating conditions of release and improper plates.

Kimberly Y. Spencer, 49, Woodland: possession of a firearm by a felon, unlawful possession of a wild animal, hunting without a license and fraudulently obtaining a license.

Robert Harvey, 45, St. John Plantation: terrorizing with a dangerous weapon, criminal threatening, reckless conduct with a firearm and driving to endanger.

Theresa M. Marquis, 47, Fort Kent: unlawful possession of scheduled drugs.

Larry D. Rego, 29, New Bedford, Massachusetts: burglary, assault (two counts), criminal mischief, criminal threatening and aggravated criminal trespass.

Tyler L. Dennett, 43, Castle Hill: theft by unauthorized taking (two counts), unauthorized use and violating conditions of release.

Jason J. Durand, 43, Ashland: operating after revocation and violating conditions of release.

Theodore J. Jaime, 56, Westfield: violating conditions of release.

Corey P. White Jr., 21, Easton: assault on emergency room personnel, assault and disorderly conduct.

Jennifer L. Cote, 50, Houlton: theft by unauthorized taking (two counts) and violating conditions of release.

Dylan C. Jordan, 25, Ashland: burglary, theft by unauthorized taking (two counts) and criminal mischief.

John P. Lockhart, 71, Casco: operating after revocation.

Cody Condon, 26, Hodgdon: domestic violence assault and domestic violence criminal threatening.

Rachel Marie Kennedy, 37, Beverly, Massachusetts: forgery and attempted theft by unauthorized taking.

Rashidah Sameerah L. Henry, 32, Winder, Georgia: eluding an officer, driving to endanger and operating after suspension.
