Houlton Town Council to meet Monday, April 8

HOULTON, Maine — The Houlton Town Council will meet at 6 p.m. Monday, April 8, at the council chambers at 21 Water St.

(At each regular Town Council meeting, this is the time allowed to any resident or taxpayer of the Town of Houlton to address the Council regarding any item that is not on this agenda.)

I — Minutes: Regular Council Meeting of March 25, 2019.

II — Old Business   

A — (030119-2) The Town of Houlton ordains that Chapter 12, Article IV Addressing Ordinance, of the Houlton Code, be amended as follows:

Sec. 12-403 Administration:  

This ordinance shall be administered by the Town of Houlton’s Assessing Code Enforcement Department, which is hereby authorized to and shall assign numbers to all properties, both on existing and proposed roads, in accordance with the criteria in Sections 404 and 405.   The Town of Houlton’s Assessing Code Enforcement Department shall also be responsible for maintaining the following official records of this ordinance. … (old words lined through, new words underlined.) III — New Business

A — (040119-1) Council accepts the Tax Anticipation Note (TAN) bid from Machias Savings for $1,100,000 at an interest rate of 2.59%, on an as needed basis.

B — (040119-2) Council accepts the bid of $5,918.00 from Maine Recreation and Design, of Brunswick, Maine, for a Shade Canopy for the Just For Kids Building in Community Park. (Funds from the Land & Water Conservation Grant)

C — (040119-3) Council reappoints Brian Barton and Melissa Goodwin to the Recreation Advisory Board for three-year terms, as recommended by the Advisory Board.

D — (040119-4) Council appoints Gregory Koester and Owen Gallop as members to the Recreation Advisory Board for two-year terms, as recommended by the Advisory Board.

E — (040119-5) Council authorizes the Town Manager to proceed with the process required to place a referendum question before the voters on November 5, 2019, regarding new medical marijuana options.

F — (040119-6) Council accepts the donation of two benches from the Masonic Lodge to be placed where needed in the Town.

G — (040119-7) Council authorizes the Town Manager to submit an application to Maine Municipal Association Risk Management Services for a Safety Enhancement Grant to purchase a trailer to be used by Fire/Cemetery Department.
