To the editor:

On behalf of the Maine Town, City and County Management Association and in my capacity as its president, I am writing to express our concern regarding the recent arrest and criminal charges brought against Houlton’s town manager. 

MTCMA’s members are guided by the highest ethical standards in the management of municipal government, rooted in the International City/County Management Association Code of Ethics and our own association’s professional principles. These ethics emphasize integrity, public trust, and the responsibility to avoid even the appearance of impropriety that could erode confidence in local government. 

We recognize that the legal process must run its course and that every individual is entitled to due process. However, while the charges are pending, the town manager continues to serve as the chief administrative officer and public representative of the town. Although the town manager is not a member of the MTCMA, the principle of accountability that residents expect from their local government applies equally to all who serve in this vital role. For the protection of the town’s reputation, the integrity of the office, and the public’s trust in municipal governance, we respectfully urge the Houlton Town Council to place the town manager on administrative leave with pay until these matters are resolved. 

This action is not a presumption of guilt but a prudent step to ensure transparency and reinforce the accountability that residents expect from their local government. It also reflects the standard of conduct that our profession strives to uphold statewide.
