By 4-3 vote, councilors elect Mark Goughan to be Caribou mayor

CARIBOU, Maine — Councilors voted four to three during their organizational meeting on Jan. 2 to appoint Councilor Mark Goughan mayor of Caribou.

Two newly elected councilors, Jody Smith and Thomas Ayer (replacing councilors Tim Guerrette and Phil McDonough for a three year term) also were sworn in by City Clerk Jayne Farrin at the start of the meeting.

When it came time for councilors to select a mayor, Joan Theriault nominated incumbent mayor David Martin to retain the post, and Hugh Kirkpatrick nominated Mark Goughan.

Councilors voted via secret ballot, with Farrin tabulating the results and congratulating Goughan.

Goughan did not make a speech or statement following Farrin’s announcement, but switched seats with Martin and said “thank you,” before proceeding to lead the meeting as Caribou’s new mayor.

As Mayor, Goughan will lead city council meetings, set the agenda, and make public appearances during city events.

The next item on the agenda Jan. 2 concerned the appointment of a new deputy mayor, with councilors nominating 2018 deputy mayor Nicole Cote and newly elected councilor Jody Smith. Smith, like Goughan, won out by a vote of four to three.
