New ACAP facility to be named after commissioner from Wallagrass

SINCLAIR, Maine – ACAP’s new housing facility will be named after Norman Fournier, a County Commissioner based in Wallagrass with a long history of community service to the region.


ACAP Executive Director Jason Parent surprised Fournier with the announcement during a Wednesday County Commissioners meeting. Parent said Fournier was the first director of ACAP, as he took the leadership role when the St. John Valley Action Council formally merged with the Central Aroostook Action Program in 1972. 

“It’s truly an honor to recognize someone who is a predecessor of mine, but also a mentor,” Parent said. “Norman Fournier, as a County Commissioner, has continued to serve the people of Aroostook County as a devoted public servant.”

Parent said the ACAP board of directors made the decision to name the facility “Norman L. Fournier Place” two months ago. The building, located at 1 Edgment Drive in Presque Isle, will contain 13 units to help address people experiencing homelessness. The facility will also provide resources such as meals and assistance finding jobs and permanent housing.

Norman L. Fournier Place is scheduled for completion in early 2024. Parent said the building will be ready for occupancy on March 1. 

After the meeting, Fournier said he felt humbled and appreciative of the news.

“I had no clue,” Fournier said of the surprise. “I was emotionally taken aback.”

Parent, following his presentation, said this will allow Fournier’s legacy to continue for many years to come.

“We couldn’t think of a more fitting honor than to name this newest facility, that will actually care for some of the most vulnerable residents of our county, in your honor,” Parent said.
