Aroostook CA$H Coalition surpasses goal, completes highest number of tax returns in Maine

The Aroostook CA$H Coalition is celebrating a standout 2025 tax season after surpassing its own  program goal and completing more tax returns than any other CA$H coalition in Maine. With 1,232 total  returns filed — exceeding the coalition’s target of 1,200 — the program secured recognition as the top performing coalition statewide and delivered one of its strongest seasons to date.

A major factor behind this year’s success was the coalition’s transition to a centralized service model  that brought the waiting area and tax preparation space together in one shared environment. This operational shift created a smoother workflow, reduced wait times and allowed volunteers and staff to move customers through the process more efficiently. Both customers and volunteers reported overwhelmingly positive experiences, noting the improved flow and supportive atmosphere throughout the season. 

The coalition’s results reflect the impact of these improvements: 1,176 current-year returns were  completed along with 56 prior-year returns, bringing the total to 1,232 and placing the coalition at the  top statewide for total returns filed. Strong leadership played a central role in achieving these outcomes. Jessica Puig and Shirley Caron provided consistent guidance, focusing on volunteer recruitment, strengthening tax code knowledge and ensuring timely submission of returns so customers could receive refunds as quickly as possible. Their leadership fostered collaboration, efficiency and a shared sense of purpose across the program. 

Volunteers were equally essential to the season’s success. Eight active volunteers contributed a  combined 819 hours, demonstrating exceptional dedication, professionalism and commitment to serving the community. Their efforts formed the backbone of the program and ensured that customers received high-quality, accessible tax preparation services. 

Looking ahead, the coalition is building on this momentum by exploring new service sites in Fort Kent and Houlton, with volunteers already expressing interest in supporting these locations. The team is also evaluating a potential “scan and go” model that would allow customers to securely upload documents electronically for remote preparation by volunteers.

In addition, the coalition will begin work to recruit volunteers and establish services in Washington and Hancock counties, reflecting both the need for  increased access in underserved Downeast communities and the newly expanded footprint of the agency that coordinates CA$H services from northern Maine through Downeast Maine as part of the work of the newly expanded Community Action in Aroostook, Washington and Hancock counties.
